Summary

No permit is needed if you are a U.S. citizen or current U.S. military member, at least 18, and not disqualified (for example, by a felony charge or conviction or unlawful drug use). Non-citizens need a license or valid out-of-state permit to carry concealed on their person in city limits. The law has no residency test, but Idaho State Police says non-residents carrying concealed must hold a valid state-issued permit, so a visitor without one should treat concealed carry as not allowed. No concealed carry in a courthouse, jail, juvenile detention facility or school without authorization.
