No permit is needed to carry a concealed handgun at 21 or older if you may lawfully possess it. The law applies to any person, so visitors are covered as well as residents. Under 21, carrying concealed is a crime, even with another state's permit, unless you hold an Arizona permit issued at 19 or 20 on military service. Arizona also issues an optional concealed weapons permit at 21, or at 19 with qualifying military service. It is used for reciprocity in other states and where Arizona law requires a permit.
