Oklahoma bans texting while driving for all drivers: no composing, sending or reading a text, email, photo or video (47 O.S. 11-901d). Holding the phone to talk is allowed on most roads, but since Nov. 1, 2025 no one may hold or use a handheld phone in a posted school zone while its reduced speed limit is in effect or in a road construction zone, unless hands-free (11-901e). Commercial drivers may not use a handheld phone (11-901c), and teens on a learner permit or intermediate license risk suspension for handheld use outside a life-threatening emergency (6-105). Cities cannot be stricter.
