Virginia has no legal adult-use retail cannabis market yet — adults may share cannabis without payment, but sales are not allowed. The 2026 bills to launch retail sales (HB 642 and SB 542, targeted for January 1, 2027) were vetoed May 19, 2026, so no retail launch date is set. Medical dispensaries operate separately.
