Turkish law enforcement is very aggressive in combating illegal drugs — penalties for possession, use, or trafficking are very strict, including heavy fines and jail sentences between four and 20 years.

Cannabis
Cannabis is illegal in Türkiye. Buying, accepting, possessing or using it carries two to five years in prison under Article 191 of the Turkish Penal Code, rising by half if the offence happens within 200 metres of a school, hospital, place of worship, dormitory or barracks. Bringing cannabis into the country is a different and far more serious offence: importing carries twenty to thirty years, and the personal-use article does not cover importing at all.
Personal use or possession: two to five years in prison, or three to seven and a half years within 200 metres of a school, hospital, place of worship, dormitory or barracks. Importing: twenty to thirty years plus a heavy judicial fine. Synthetic cannabinoids carry a further increase of one half.

Medications
If traveling with prescription medication, check with the Government of Türkiye that it is legal before you go — always carry it in original packaging with your doctor's prescription, and bring enough for your whole trip, since some medications are unavailable in Türkiye.
If a medication counts as an illegal substance in Türkiye, drug penalties are severe — heavy fines and 4–20 years in jail.

Weapons
Bringing a firearm, its ammunition or a fighting knife into Turkey is a crime. Law 6136 Art. 2 prohibits importing firearms, ammunition and instruments made solely for attack or defence, with narrow exceptions for accredited diplomats and officials. Art. 4 names the banned items: daggers, swordsticks, switchblades, swords, bayonets, pointed and grooved knives, maces, garrotte wire or chain and knuckledusters; Art. 5 makes selling, buying, carrying or possessing them inside the country illegal too. Household, medical, industrial, farming, sporting and trade implements - ordinary kitchen and work knives - are outside the Law. Blank-firing or gas-cartridge guns converted to fire live rounds are treated as firearms.
Importing or attempting to import firearms, ammunition or ballistically significant parts: 5 to 12 years imprisonment plus a judicial fine of 500 to 5,000 days (Art. 12); 8 to 15 years where two or more people act together. Buying, carrying or possessing a firearm contrary to the Law: 2 to 4 years plus a 100 to 500 day fine (Art. 13). Selling, buying, carrying or possessing a prohibited knife or similar instrument: 6 months to 1 year plus a judicial fine of no fewer than 25 days (Art. 15).

Alcohol
Shops in Turkiye cannot sell alcohol between 22:00 and 06:00 anywhere in the country. Licensed bars and restaurants can still serve you on the premises - the ban hits retail sales, not drinking.
The fine falls on the seller, not the buyer. Art. 7(1)(f) of Law No. 4250 sets an administrative fine of 65,000 to 320,000 Turkish lira, imposed by the local civil administrator (mahalli mulki amir), and a third breach within five years cancels the outlet's retail and open-alcohol sales licences for two years. Those lira figures are statutory base amounts revalued annually under Law No. 5326 art. 17(7), so the amount actually charged is higher. Separately, being drunk and disturbing others in public carries a small on-the-spot administrative fine and being held until you sober up (Law No. 5326 art. 35).

Vaping / E-cigs
Importing an e-cigarette into Turkey is banned. Presidential Decision 2149, in force since 25 February 2020 under Art. 55 of Customs Law 4458, prohibits the import of every electronic cigarette and electronic hookah used in imitation of a tobacco product - whether or not it contains nicotine - together with the electronic devices, components, spare parts and liquids used to consume them, and of heated or burned tobacco products other than cigarettes, rolling tobacco, pipe tobacco, waterpipe tobacco, cigars and cigarillos. The Decision leaves passenger-accompanied entry and transit of the banned goods to the Ministry of Trade to regulate; LawLert could not read that Ministry regulation this run (ticaret.gov.tr was unreachable), so treat a vape in your luggage as liable to seizure rather than allowed.

Tobacco
Turkey's indoor smoking ban is one of the widest in Europe and it expressly covers hookah. Article 2 of Law 4207 bans tobacco use in the enclosed areas of public buildings; in the enclosed areas of any privately owned building that more than one person can enter for education, health, production, commerce, social, cultural, sport or entertainment purposes, corridors included (homes excepted); in all road, rail, sea and air public transport including taxis, and in the driver's seat of a private car; in both the enclosed AND open areas of pre-school, primary and secondary schools and of culture and social-service buildings; and in restaurants, coffeehouses, cafeterias and beer halls. Designated smoking areas are allowed only in elderly care homes, psychiatric hospitals, prisons and on the decks of intercity or international passenger ships (no one under 18 may enter them), plus smoking rooms in hotels. At open-air sport, culture, arts and entertainment venues, including spectator areas, tobacco use is banned but a designated area may be set up. Article 2(6) counts any hookah or cigarette that imitates a tobacco product as a tobacco product even if it contains no tobacco.
Law 4207 does not itself carry a figure for the smoker: art. 5(1) says a person who consumes tobacco in the places listed in art. 2(1) and 2(4) is punished under art. 39 of the Misdemeanours Act No. 5326, which is where the fine is set. The figures the Law does state are for others: a business operator who fails to enforce the ban is fined 1,000 to 5,000 Turkish lira by the local civil administrator (art. 5(2)), and throwing cigarette butts or similar waste in a public area carries 50 Turkish lira applied by municipal police, which may be waived if the person clears the mess immediately (art. 5(1), second sentence).

Driving
Turkey's drink-driving limit is 0.50 per mille for a private car and 0.21 per mille for anything else — a rented van, a minibus, any commercial vehicle. Being over it is an administrative offence punished whatever else follows, and the money changed drastically in February 2026: the first-offence fine went from 700 to 25,000 Turkish lira and your licence is taken for six months. Refusing the roadside test is punished harder than failing it, and a withdrawn licence is only returned once every fine under the Act has been paid.
Over 0.50 per mille in a private car, or 0.21 per mille in any other vehicle (Highway Traffic Act No. 2918, art. 48): a 25,000 TRY administrative fine and the driving licence withdrawn for 6 months, even where the act is also a crime. Counting back 5 years from the latest offence: second time 50,000 TRY and 2 years; third or more 150,000 TRY and 5 years each time. Refusing to be measured: 150,000 TRY and the licence withdrawn 5 years. Narcotic or stimulant use: 150,000 TRY and the licence cancelled. Over 1.00 per mille also brings Turkish Penal Code art. 179(3); causing an accident over 0.50 per mille (0.20 in other vehicles) brings the Penal Code as well. Amounts set by Law No. 7574 of 12/2/2026.

Connectivity
A phone you bring into Turkey works on a Turkish SIM for only 120 days from your date of entry; after that it is cut off from the network unless its IMEI has been registered and the registration fee paid. Registration is made through the e-Devlet portal, and foreigners who cannot use e-Devlet register at a Turkcell, Vodafone or Türk Telekom Mobil subscriber centre. BTK publishes the fee as 20,000 TL on its MCKS page dated 1 July 2026. One device may be registered per passport, and only if that passport has not been used for a device registration in the previous three calendar years. BTK's two official pages disagree on the deadline - its consumer site says the device is cut off if it is not registered within 120 days, while MCKS says registration must be completed within 365 days of entry - so plan on the 120-day limit. A roaming SIM from your home operator is not affected.
No fine is stated; the sanction is technical - an unregistered device is cut off from Turkish mobile networks. The right to register lapses if the application is not made within 365 days of the entry recorded in the passport, and a passport used for a registration cannot be used again for three calendar years.
