RESTRICTED

Cannabis is illegal in Slovenia, but holding a small amount for one-off personal use is treated as a minor offence (prekrsek) under the drugs Act rather than as a crime, and the cannabis is confiscated from you without compensation. Slovenia publishes no quantity that counts as small, so that judgement is made after you are stopped. Producing, selling, offering for sale, or buying, holding, transporting or arranging the sale of cannabis is a separate crime under the Criminal Code carrying one to ten years in prison. One limit on this entry: the only official text of the drugs Act we have been able to read is its 1999 base version, which prints this penalty as a fine in tolars or detention of up to five days, so we have not verified whether that detention remains available under current law and we do not publish a euro figure for the fine.

Small quantity for one-off personal use: a minor-offence fine, with the cannabis confiscated without compensation (ZPPPD, Articles 33(2) and 34). The 1999 base text as published in the official register prints that band as 10,000 to 50,000 tolars or detention of up to five days; we have not read a current consolidated version, so we do not state a euro amount and we cannot confirm whether detention is still available. Other possession contrary to the Act sits in a higher band (Article 33(1), printed as 50,000 to 150,000 tolars or detention of up to 30 days). A court may punish more leniently where the offender voluntarily enters an approved drug-treatment or social-care programme (Article 33(3)). Supply offences (Criminal Code KZ-1, Article 186): one to ten years in prison for unlawful production, processing, sale, offering for sale, or buying, holding, transferring or mediating the sale of a controlled drug; three to fifteen years where it involves a minor, a mentally ill person or a person in treatment, or is committed in or near schools, in prisons, in military units, in public premises or at public events, or by an official, doctor, teacher, social worker or priest abusing their position; five to fifteen years in a criminal organisation or where the offender organised a dealer network.
