§ US State Dept — SwedenCannabis is completely illegal in Sweden, and Sweden goes further than most of Europe: using it is a crime in its own right, so being under the influence is an offence even with nothing on you. Police who reasonably suspect you have used may compel a blood or urine sample, and a minor drug offence normally means day-fines and a criminal record, with up to 6 months' imprisonment in the scale. Never drive after using cannabis anywhere -- Sweden has a true zero limit, so any trace of a narcotic in your blood is a drug-driving offence.
Minor drug offence (ringa narkotikabrott), which covers a small personal quantity: fines or up to 6 months' imprisonment. Standard narcotics offence: 14 days to 3 years. Aggravated: 2 to 7 years. Exceptionally aggravated: 6 to 10 years. Drug-driving: fines or up to 6 months, or up to 2 years where aggravated, with no permitted blood level -- the only exemption is use in accordance with a prescription.
