Do not bring a nicotine vape into Norway. The Norwegian Directorate of Health lists e-cigarettes and e-liquid containing nicotine, and e-cigarettes and e-liquid without nicotine in any flavour other than tobacco, among the products that may neither be sent to Norway nor carried across the border on entry - it cites section 21b of the Tobacco Control Act (tobakksskadeloven). Nicotine-free snus with nicotine, heated tobacco products and waterpipe tobacco are on the same list. Since 2026 a private person also may not order vapes or tobacco from abroad by any distance-selling method, whether web, telephone, letter or otherwise. What stays lawful: buying nicotine-free, tobacco-flavoured e-cigarettes and e-liquid inside Norway, bringing ordinary tobacco products with you from a trip within the travel quotas, and private import of a nicotine e-cigarette as a smoking-cessation medicine where the medicines legislation is complied with.

The Directorate of Health states that tobacco and nicotine products ordered from abroad can be stopped by the customs authorities and that no compensation can be claimed for goods that are seized. The page sets out no fine band; the provision it cites for the import ban is section 21b of the Tobacco Control Act.

§ Helsedirektoratet (Norwegian Directorate of Health) - "Forbud mot netthandel av snus, vape eller royk fra utlandet", read in full this run; the page names tobakksskadeloven section 21b as its source, states it was first published 02.12.2025 and last professionally revised 07.04.2026, and its own citation line records the reading date 07.10.2026. The section 21b text itself sits on lovdata.no, which blocks automated clients ("405 Request stopped by Varnish IPS", recorded in host notes), so the clause is reported as the Directorate states it and no wording is quoted from the statute.
